Introduction

Employers today face many challenges in recruiting workers. Among them: (1) there are too few applicants available because birthrates declined globally in the early 2000s; (2) many workers lack sufficient work experience to be appealing to employers; (3) other employers are stiff competitors who are willing to bid up wages for a dwindling number of well-qualified job applicants; (4) applicants lack sufficient technical or interpersonal skills to be appealing to employers; and (5) the nature of the work itself has changed, requiring more proficiency in technological skills.
